May 26, 2021 San Jose, CA Shooter Samuel Cassidy. While detained in 2016, he told officials of his angry background. He killed 8 at the San Jose railway shooting. (PBS Newshour, May 27, 2021) His suicide is the same MO of the jihad killings in the Middle East, the same as most mass shootings in the U.S. It is critical that the shooter dies to shut down the trail of evidence to Gov'mt operatives. Americans must demand audits of FBI & Dept of Justice transactions, and others.




[Updates of] Tort Claim on Chief White's Unlawful Policy
Metro Louisville Risk Management Claim No. 15068350320

On July 30, '07, I filed an administrative tort claim against Police Chief Robert White, Louisville Metro Police Dept. (LMPD), and County Attorney Irv Maze. (See 7/30/07 update, below.) The matter regards LMPD's refusal to take a police report on the April 20, '06 Value City Furniture delivery fraud, and Attorney Maze's refusal to investigate the matter. VCF delivered used furniture as new furniture. As a result of LMPD's and Maze's negligence, that furniture remained covered in my living room until Feb. 2008.

Since 4/20/06, LMPD has refused to take two other reports of apparent mail tampering that I have suffered. And Louisville resident, Connie Marshall, has had similar problems with LMPD's refusal to take police reports. It's evidence of Chief White's unlawful policy of not taking reports on the wrongdoings of governmental officials and high profile businesses.

May 8, 2008, Thursday
I received Chief White's April 29 response letter to my April 21 letter that requested that his officers return to take a police report on the mail tampering that I suffered. He twice falsified his letter to refuse to investigate the tampering.


April 21, 2008, Monday
When serving my April 16, '08 quo waranto by certified mail upon Billy Goodman, Chairman of the KY Board of Claim, the green return receipt came back mutilated with obvious tampering. On April 20, I attempted to file yet another police report, but again, the LMPD would not take a report.

So, again, I sent another, my 4/21/08 letter to Police Chief Robert White with a color-scanned copy of the return receipt, that's addressed to Chairman Goodman. The copy shown on this site is notarized.

A copy of the letter and evidence was also sent to Louisville Mayor Jerry Abramson.


January 11, 2008, Friday
I followed-up on the missing court SUMMONS and Complaint that I filed against the Courier-Journal on Dec. 17 (see the Jan. 6, Dec. 31 and Dec 26 updates, below). I submitted a letter and two-page affidavit (w/ four attachments of the mailing receipts, etc.) by verifiable mail to the Louisville POSTAL INSPECTION SERVICE. And I sent a duplicate letter to Police Chief Robert White for when I was refused a police report on Jan. 6. The letter requests an investigation into the disappearance, for mail tampering and mail fraud by the court's mail clerks.

In the affidavit I also gave information on the missing June 28, 07 certified mailing of Annie Nelson (Postal Service Confirmation No. CO-32938966).

I sent by verifiable mail a copy of the above papers w/ a letter to Chief Robert White of the Louisville Metro Police Dept. I asked Chief White to investigate the fact that LMPD Officer Matthew Chaudoin would not take a report on the matter (see Jan. 6 update, below).

Copies of the above POSTAL INSPECTION package were also sent by verifiable mail to Jason Nemes, Director of the Administrative Office of the Courts (in Frankfort, KY), and U.S. Rep. John Yarmuth (Louisville district).


January 6, 2008, Sunday
By instructions from the U.S. Postal Service (USPS), I contacted the Metro Louisville Police Dept., today, to initiate a report on the missing summons for serving my Complaint on the Courier Journal, by certified mail. The report would specify mail tampering and fraud (see Dec. 31 update, below). However, the police officer refused to take the report, even though I showed him the growing pile of documents. He also ignored that I was under instruction by the USPS.

The USPS has no record of the mailing, and mail clerks at the Jefferson Co. Circuit Court (or USPS) would not refund my mailing fee. Yet, I have the receipt of the transaction and "green" USPS certified receipt, showing that the transaction took place.

I told the police officer that if he did not take a report I'd have no choice but to contact Police Chief, Robert White, on the matter. He still refused to take the report. That letter was sent to the Chief on Jan. 11, '08.


July 30, 2007, Monday
I filed an administrative tort claim against Metro Louisville, filed with the Metro Louisville Risk Management Office. The Claim identifies Feasors (the offending personnel and agencies) LMPD, Police Chief Robert White, and County Attorney Irv Maze of refusing to conduct their official duties of taking a police report and implementing an investigation against Value City Furniture (VCF).

On April 20, '06 VCF delivered to my home used furniture as new furniture. But the above local law enforcement refused to take reports and investigate. As a result, the furniture remained in my home for almost two years, as I could not use my living room until Feb. 2008.

The feasors have acquiesced in "legal admission" of my enumerated allegations and evidence of the claim.


May 8, 2006, Monday
I sent another letter to LMPD Police Chief Robert White, requesting again that he send-out his officers to take a report on Value City furniture's delivery fraud. This time I sent him colored photos of the furniture set that included it covered with brown paper in my living room.

Needlesstosay, he did not respond to that letter, either.


May 2, 2006, Tuesday
I sent a letter to County Attorney Irv Maze's office, demanding that he investigate the delivery fraud perpetrated by Value City Furniture (VCF). I informed him that he is required to prosecute VCF.

However, he did not respond to my letter. A copy of the letter is notarized.


April 28, 2006, Friday
I received a rejection letter from County Attorney Irv Maze's office, refusing to investigate the Value City Furniture's (VCF) furniture delivery fraud. VCF delivered used furniture instead of new furniture.

Maze's 4/28/08 form-letter says that I have "civil remedies" in this matter. Yes, that's correct, but I also have a right to file criminal charges against VCF, of which Maze has denied. This is improper administrative process.

Next, on that same day, I called the Police Dept. to have them to take a police report, but even they refused to do so. So, I sent a letter to Police Chief Robert White requesting that he send his men back to my home to take a report, but he did not respond.
